NYC DOB Permit Expediting for Apartment Renovations

Architect-led, Apartment Renovation NYC’s team provides in house NYC Department of Buildings (DOB) permit expediting for co-op, condo, and apartment renovations throughout New York City. We prepare and file our NYC DOB applications in-house, keeping the architectural drawings, application information, plan examination, permit coordination, and project closeout within the same architectural team.

Our team integrates DOB expediting into the renovation process from Architectural Design Services and through construction and applicable DOB Sign-Off.

Problems Owners Encounter With Third-Party Permit Expediting in NYC

Adding a third-party expeditor adds more opportunity for error. Problems arise when the Architect prepares one part of the project, an outside filing representative enters another, and the Owners suffer unnecessary delays and confusion.

Application information doesn't match the drawings.

DOB filings contain project data, work types, scope descriptions, construction costs, and supporting documents. When those items are prepared separately from the architectural drawings, inconsistencies create errors, questions or require corrections, and add unnecessary delays to straightforward projects.

DOB objections travel through too many people.

NYC DOB Plan examiner comments concern the drawings, code, filing data, or supporting documents. A message passed from reviewer to expeditor to Architect and back again adds another communication layer to an issue the Architect could resolve swiftly.

Design changes aren't carried through the filing.

Apartment projects can change or evolve. If drawings change after approval, the filing may also need to be updated, including a Post Approval Amendment where required.

Responsibility becomes unclear.

With third-party expediting an Owner may end up coordinating the Architect, expeditor, Engineers, and building management.

DOB identifies the Registered Design Professional as the Applicant of Record responsible for submitting the application, drawings, and required documents. That is one reason we prefer direct control of our filings.

Benefits of Architect-Prepared DOB Applications

Our approach is simple: the Architect remains involved from the first drawing through applicable project closeout and issuance of Letter of Completion.

We begin with architectural survey of the existing conditions and floor plan layout feasibility, develop the interior design, prepare the construction drawings, coordinate co-op & condo board approval assistance, prepare the DOB application for permits, respond to plan examination comments, and remain involved during construction.

Because expediting is handled in-house, the team that knows why a wall moved, why plumbing was relocated, or how a detail was designed is also reviewing the information submitted to DOB.

For the Owner, this creates several practical benefits:

  • one architectural team coordinating the design and DOB filing
  • fewer handoffs between separate consultants
  • application information coordinated with the drawings
  • direct review of DOB objections by the Architect
  • better coordination when revisions affect both design and filing
  • continuity through construction administration, applicable inspections, and closeout

How Much Does NYC DOB Permitting Cost?

There are two different costs: filing/expediting services and NYC DOB processing and permit fees.

Our in-house expediting service is priced according to the project scope and filing complexity. An average NYC apartment renovation DOB expediting fees on our end range from $1000-$1500 per filing, this includes addressing comments and resubmitting the applications if needed.

Because we perform the work ourselves, the Owner does not need to retain a separate third-party expeditor for our apartment renovation projects. We define the required services and fee in the project proposal.

DOB processing and permit fees are separate and calculated according to the filing type, building characteristics, declared construction cost, and other project-specific conditions. DOB NOW calculates automatically the applicable amount once the required filing information has been entered.

See the NYC DOB fee and payment information for the current calculation method.

As a reference, DOB’s fee schedule includes minimum scheduling filing fees in the hundreds of dollars, with additional fees calculated based on construction cost. These figures should not be treated as a quote for a particular project. Plumbing, electrical, amendment, inspection, and other fees may also apply depending on the project scope and development details.

For a full gut renovation of a two-bedroom apartment, DOB processing and permit fees may be expected to start at approximately $1,500+ for the two filings typically required: general construction and plumbing.

Legalization projects are treated differently. DOB processing and permit fees for legalization work may typically start at approximately $6,000+ per filing, even when the physical scope of work is relatively limited.

We compared two apartment renovation projects of similar scope, one of which involved legalization of existing work. The legalization project resulted in DOB processing fees approximately 12 times higher than those for the comparable standard renovation.

How Long Does DOB Permit Expediting Take?

There is no single approval time that applies to every apartment renovation.

In 2026, DOB reported an average of approximately five days for the Department’s first review of DOB NOW job filings. An initial review, is not the same as final approval or permit issuance. Speaking from an angle of filing applications in-house, it may take 2 weeks to receive initial feedback/approval from DOB; or sometimes 3 days, it’s rather unpredictable.

If the examiner issues objections, we address them and resubmit the filing for another review cycle. Consultant coordination, incomplete documents, design revisions, co-op or condo approval, LPC review where applicable, and contractor permit requirements can affect the overall schedule.

The most effective way to reduce avoidable delay is to submit coordinated drawings and filing information from the outset, something DOB also emphasizes in its Plan Examination guidance.

Owner and Co-op/Condo Signatures on DOB Filings

Owner’s signature is needed to file an application for permit for an apartment renovation in NYC. Teodora, our project manager explains how Owners could open a profile at the DOB online portal and where the signatures are required.

As of February 2, 2026, DOB has updated their protocols now requiring the co-op/condo representatives to sign the applications as well. Condo/CoOp Board are a Stakeholder on the job filing in DOB NOW when the Owner Type is Condo Unit Owner or Co-op Tenant-Shareholder. The Board’s representative is required to attest that the Board has authorized the applicant to file the application.

LPC Filing for Apartment Renovations in Landmark Buildings

For apartments located in an individual landmark or within a New York City historic district, Landmarks Preservation Commission (LPC) review is required in addition to DOB filing.

For many interior apartment renovations, the applicable LPC approval is a Certificate of No Effect (CNE). A CNE confirms that the proposed work requiring a DOB permit will not adversely affect the significant protected features of the landmark property. Interior renovations, plumbing or heating work, and certain other alterations may qualify.

LPC applications are filed through Portico, the Commission’s online permitting system. Certain interior projects may also qualify for an Expedited Certificate of No Effect (XCNE) when the work meets LPC’s eligibility requirements, including limitations on exterior alterations and work affecting designated interior landmarks.

For Apartment Renovation NYC projects, LPC filing is coordinated with the architectural drawings and DOB application so the Owner is not managing separate, disconnected approval processes. Where the work affects protected exterior or significant architectural features, a different LPC permit and review process may be required.

NYC Permit Expediting FAQs

Do I need a DOB permit for an NYC apartment renovation?

Yes, most times. It depends on the proposed work and DOB requirements. During complimentary initial video call, we advise on the permit requirements after reviewing the actual scope.

Can an Architect file directly with DOB?

Yes. Registered Architects can prepare and submit the filings for permit. It is indeed the preferred way for an Architect of record to enter filing information, upload documents, review objections, and coordinate plan examination, to streamline. The DOB applications for permits must be signed by an Architect or an Engineer of record.

Do I need a separate permit expeditor?

Not for our permit filings. We prepare and manage the DOB application in-house.

Does co-op/condo approval replace DOB approval?

No. Your building management approval and DOB approval are separate processes. Typically, the board approval is obtained first.

Who obtains the actual construction permit?

Permit responsibility depends on the work type. The licensed contractor shall “pull a permit” after the filing for permit is approved.

What happens if DOB issues an objection?

We review the examiner’s comment, determine what information or drawing revision is required, coordinate any necessary consultants, and resubmit the filing.

What is a Letter of Completion?

For applicable alteration filings, project closeout can include satisfying required inspections and documentation so DOB can complete the job and issue the appropriate closing record. Our office requests a Letter of Completion after we certify Final Inspection requirements.

Is a permit obtained faster if I hired an expeditor?

No. It takes longer if a third party expeditor is retained. Our team files all apartment renovations applications for permits in-house. “Expediting” doesn’t mean faster, it means “filing process”.

Discuss Your NYC Permit Filing With an Architect

Permit expediting is quicker and has fewer miscommunications when it’s part of the architectural team’s process, not a disconnected administrative third party service.

Apartment Renovation NYC coordinates the project from design and drawings through DOB filing, construction administration, applicable inspections, and closeout. The Owner has one architectural team responsible for keeping the design, filing information, and communication aligned.
